近年、北極圏の科学研究の重要性が指摘され,米ソ冷戦の場であった北極域を国際的に協力して研究しようとする機運が高まってきた。その結果,国際北極科学委員会(IASC)が1990年に北極圏に8か国の署名によって発足した。1991年に北極研究の実績を持つ非北極圏国の参加が認められ,日本を含む6か国が加盟した。人間活動の拡大に起因する地球規模の気候変動や環境変化は,北極域に最も早く最も増幅して現われるだろうと指摘されている。その兆候把握と現状調査が急務だとして,IASCは「北極における地球変化」作業委員会を発足させ,本研究代表者小野が委員として参画することになった。北極圏は北極海中央部を除けば,北極圏国の領土や領海に属しているので,北極圏での現地調査には地元国との協力関係や連絡調整が必要となる。本研究課題では,9月4日に研究分担者との打合せ会を開き,我が国の北極科学研究の推進について討議した。北極圏で観測調査を実施している研究者の研究活動や現地折衝の経験を聞く場を設けることになり,12月10・11日に「北極科学研究会」を開催した。話題提供は43件におよび,約60人が出席した。出席者の研究分野は,自然科学,人文科学,社会科学の広範囲にまたがり,調査地域も北極圏のほぼ全域にわたっていた。研究遂行の姿は,国際共同研究,二国間協力研究,研究機関共同研究,研究者集合,個人的調査など多岐にわたる。各隊がそれぞれ各国との研究協力の姿を模索しながら対処しており,情報交換によって先人の経験を聞くことが極めて有益なことがわかった。今後の北極科学研究を推進するためには,多様な国際協力を各隊独自の実施形態を尊重する必要があり,研究実行プログラムを束ねることになる「重点領域研究」の企画は,現在の重点領域研究の姿では困難な問題を多く含むので,今後さらに検討を続けることになった。

In recent years, the importance of scientific research in the Arctic has been criticized, and international cooperation in Arctic research has been highly developed. As a result, the International Arctic Science Committee (IASC) signed the agreement in 1990. In 1991, the achievements of Arctic research continued to be recognized by the participation of non-Arctic countries, including Japan and six other countries. Human activities are caused by changes in the size of the earth and environmental changes, and the Arctic region is the earliest and most developed. The IASC has submitted a report to the Working Committee on "Arctic Earth Transformation" on the urgent task of investigating the current situation, and the representative of this research, Mr. Ono, has submitted a report to the Working Committee. The Arctic Ocean is located in the central part of the Arctic Ocean. The territory of the Arctic Ocean is located in the middle of the Arctic Ocean. The cooperation relationship between the Arctic Ocean and the Arctic Ocean is necessary for local investigation. This research project was launched on September 4 at a joint research conference to discuss the advancement of Arctic scientific research in China. The Arctic Scientific Research Conference was held on December 10 - 11, 2011. The topic offered 43 pieces, and about 60 people attended. The participants 'research areas include natural sciences, humanities, social sciences, research areas, and the Arctic region. Research conduct, international joint research, bilateral joint research, joint research by research institutions, researcher collection, individual investigation, multi-disciplinary investigation. The research cooperation between the two countries is very useful for information exchange. In order to advance Arctic scientific research in the future, more international cooperation is needed, and the implementation mode of each team is respected. The plan of "key field research" is to focus on the difficult problems in the current research mode, and to discuss them in the future.
