平成3年度は、平成5年度発足重点領域の申請書をまとめるべく、分担者全員による会合を重ねた。すなわち、まず申請題の設定(申請領域名)とその構成について検討した。各研究分担者から都市気候に関する研究の現状を説明し、問題点をだしてもらった。その結果をまとめて、「都市気候変化の実態とそれへの対応」と申請領域名を決定した。次いで、この中に立てる副課題(いわゆる研究項目)について検討した。その結果、次の4項目とした。すなわち、(A)観測・調査,(B)モデリング,(C)制御,(D)対応と将来予測である。それぞれを説明すると次の通りである。研究項目(A):観測・調査はさらに次の4分野からなりたつ。AO1;都市気候の三次元特性と構造変化,AO2;都市の熱・水分収支,AO3;気候帯・気候区分別の都市気候,AO4;大気汚染の時間的・質的変化である。研究項目(B):モデリングは,BO1;都市型豪雨・洪水とそのモデリング,BO2;都市の大気境界層とそのモデリングである。研究項目(C):制御は,CO1;建築物による都市気候の制御,CO2;緑化による都市気候の制御である。以上の3研究項目をまとめて,研究項目(D)の対応と将来予測に連繋させる。ここではDO1;都市の生態系への影響と人間の対応,DO2;人間の生存への影響と対応,DO3;都市気候変化と都市の将来像について研究する。都市の基盤整備は行政的に現在進行中であるから、いまここで都市気候を明らたにし、都市計画に反映させ、都市改造を二十世紀のうちに着手する必要があるので、この研究は至急おこなわれねばならない。都市は歴史・社会・経済的に特有の性格を持っており、理学・工学ばかりでなく、経済・農学・医学などのあらゆる学問分野から総合的・多面的な研究が必要である。

The unique character of urban history, society and economy is necessary for the study of science, engineering, culture, agriculture and medicine.
