伝統酪農大国オランダ、ドイツ、アメリカと北海道の1975年〜85年の1頭当り生乳生産量の国際比較を行った。後代検定の進展等の生物的技術発達や、高度に発達した資本設備の導入によって、他の農業生産部門よりも高い生産性の伸びを実現していることが明らかになった。各国の酪農に共通した特徴点は、資本使用的技術への偏向的進歩であった。それは単に労働代替ではなく、搾乳技術、衛生管理、哺乳管理、糞尿処理方法の高度化、そして経営管理の計数化をもたらしていた。西欧の酪農は、わが国の稲作同様に食料安保に連動した基幹作目であって、条件不利地も含めて広範囲に、かつ多数の小規模生産者によって担われていた。資本使用的技術進歩が供給弾力性を小さくした。このため、1980年頃までは政策価格である生産者価格を需給事情に応じて調整できない。これが当時の生産過剰の背景であるが、その解決のために「デカップリング政策」による農業調整が実施された。一口にデカップリングと言っても、完全な市場経済化を目指すアメリカと、家族経営中心に営まれていて、当面の「過剰」の解決を主眼とするECで概念の相違があったが、いずれも農業生産と農家所得を切り離す政策体系である。わが国と同様に小規模な農家によって農業が担われているドイツでは、農業者年金制度の充実(農業者老齢年金、離農年金、生産中止年金)、地域・構造政策の転換(所得政策の生産中立化、農民的家族経営の維持、農業・農村の多面的機能の活用、条件不利地への政策配慮)を柱とする総合的な農業デカップリング政策が採用されている。デカップリング政策の採用によって、酪農品の生産過剰を抑制し、農家福祉を維持し、生態系・環境の保全への努力がなされてきた点が明らかになった。わが国の今後の生乳供給調整政策としても、このドイツ型デカップリング政策の導入が待たれる。
