项目摘要

本研究では、市民の手による草の根のコミュニティづくりの事例研究として「けやきコミュニティ」を取り上げた。先ず事務局メンバ-とのインタビュ-により、その運動体としての成立の経緯およびコミュニティセンタ-建設後の管理・運営様式から見て、武蔵野市のコミュニティ構造の3つの柱である〈自主参加〉〈自主計画〉(自主管理〉を体現していると言えることがわかった。続いて、「けやきコミュニティ協議会」が自分たちの歴史をまとめようと企画していた「けやき学舎」と今回の我々の研究とが、「けやき」の地域をもっとよく知ろうということで一致を見たため、お互いのプロジェクトを協力して進める合意ができた。我々は「けやき」の成立以のニュ-スやパンフレット類を整理することに協力し、「学舎」も我々の「コミュニティづくりに関する意識調査」を援助してくれることになった。「学舎」は、けやきコミュニティセンタ-を利用して900人を越える名簿および延べ約100人の運営委員と協力員のリストを提供してくれた。この意識調査は、それらに加えて600人のランダムサンプリングした地域住民を対象に平成3年の11月に実施され、現在分析中である。インタビュ-調査と意識調査から得られた「けやき」のユニ-クさとは、1)誰に対しても開かれている、2)自律性、自主性、自由を最大限に尊重している、3)それを脅かそうとするものに対して極めて敏感に反応する、4)その意識を地域的にも世代的にも広めようと常に「しかけ」を用意しており、その結果「けやき」の活動全体が「民主主義の学校」のようになっていること等に求められる。筆者は4年前に、武蔵野市の市民運動のリ-ダ-たちへのインタビュ-調査と個々の運動体への郵送調査を実施している。これらと今回の事例研究を合わせて、武蔵野市の草の根市民運動の全体像を一つの著作にまとめたいと考えている。
