项目摘要

本研究は、両大戦間フランスにおける中等教育無償法制化過程を解明することを課題とした。そのために本研究で採用した方法は、フランス議会の公教育予算委員会報告書を基礎資料として、これを分析した。その結果、ここで得た知見は、以下の通りである。1.中等教育の無償制度は、無償制度の推進主体である「急進党の統一学校理念」の分析から「統一学校の完成」と位置づけられていることが、その基礎にあったこと.2.中等教育の無償制は、「子どもの教育を受ける権利」を保障する観点から位置づけられていたこと.3.子どもの教育を受ける権利を保障するためには、授業料を徴収する有償学校とそれを求めない無償学校の2元的制度を解消しなければならず、そこで急進党の採った政策が、中等教育機関と高等小学校との合併校舎制度の導入であったこと.4.この合併校舎制度により、同一校舎内での授業科徴収の不合理さを解消するために、合併校舎における中等教育の授業料廃止に踏み切ったこと.5.次ぎに、単独校舎の中等教育機関と合併校舎での中等教育機関での2元制を解消するために、単独校での中等教育の無償制を学年進行で実現していったこと.6.中等教育無償制度の全面実施を支える論点は、「教育を受ける子どもの権利の平等」であったとともに、「社会的エリ-ト層の拡大」にもあり、この点から、当時理解されていた「教育を受ける子どもの権利」とは、「無償の中等教育を受けて、社会的エリ-トになる権利の平等」と理解されていたこと、以上の諸点が、急進党提案の「公教育予算委員会報告書で進展されたことが明かになった。なお、議会議事録の分析に基づく、「無償制反対論」の論拠との関連は、今後の分析作業として残された。
