本研究は「教育機会の均等化」から「教育成果の達成」へと基本的な政策の比重を移してきている現在進行中のアメリカ教育改革を対象として、アメリカ各州において州教育法改革を中心に積極化してきている州教育政策の動向と、それに対する地方学区の政策動向との関係の諸相を探ることを課題としている。とくに後者の地方学区での政策動向に着目しながら、教育改革のより具体的な実態を探ろうとした。このような課題に応えるために地方学区の政策担当責任者である教育長を対象にしたアンケート調査の実施を研究計画の主要な柱としてきた。本研究は2年計画の研究であり、本年度はその2年度目にあたる。本年度は初年度に実施したアンケート調査の回収と調査票の整理ならびに結果の分析に主要な重点をおいてきた。調査の対象は、最新のダイレクトリーをもとに「ゾーン分け抽出法(sampling through zoning)」により、全国12.073学区のうちの12.6%にあたる1.519学区を抽出し、郵送による回収方法を採った。その結果、調査票の回収は312学区(うち無効2学区)であり、回収率は20.5%にとどまった。調査票を回収できなかった州の数は全体50州のうちの4州であり、ほぼそれはもともと州全体の学区数が少なく、したがって調査票送付数そのものが少ない州であった。調査票の回収数が多い順にみると、テキサス州21学区(回収率17%)、イリノイ州19学区(同20%)、ニューヨーク州17学区(同20%)、ミシガン州16学区(同24%)、オハイオ州16学区(同19%)であり、10学区以上の回答数を得た州は14州を数えた。実施した調査票の調査項目は39項目に及び、単純集計やクロス集計などにより改革動向を探るには今少しの時間を必要とする。

This study explores the relationship between equalization of educational opportunity, achievement of educational outcomes, and basic policies in ongoing educational reform. The policy trends of the latter are focused on the specific state of education reform. This topic is a major pillar of the research plan for the implementation of the survey by the local school district policy makers and the chief of education. This study is a two-year plan, and this year is a two-year plan. This year, the main focus of the survey and the analysis of the survey results was on the implementation of the survey in the beginning of the year. The survey was conducted on the latest "sampling through zoning" method, with 12.6% of the 12.073 school districts nationwide sampled and 1.519 school districts returned. The results of the survey showed that the return rate of 312 school districts (no school districts) was 20.5%. The number of survey tickets returned to all 50 states was less than the number of survey tickets sent to all states. The number of respondents to the survey ranged from 21 districts (17%), 19 districts (20%), 17 districts (20%), 16 districts (24%), 16 districts (19%), and 10 districts to 14 districts. The survey items of the implementation survey include 39 items and the time necessary to explore the reform trend of the pure collection plan.
