本研究はわが国の水道広域化に限定して企業団(一部事務組合)の経営システムの現状を検討し,若干の改善策を提起している。まず企業用は水道広域化の重要な担い手であるが,企業団営用水供給事業や小規模な企業団営未端給水事業の多くは給水原価が高く,経営上の困難を抱えている。しかし企業団への財政的支援は一般に弱く,高い料金が支配的である。企業団体はまた組織上の問題を抱えている。とりわけ公共的コントロ-ルのあり方は企業団と構成団体との関係,企業団と住宅との関係,及び企業団と府県との関係という3つの側面をもつが,構成団体との関係については企業団議会の議員の任期がほぼ1年というように短く,企業用議会の議員の選出もさまざまな方法が見られる。構成団体の議会の議員の互選によって,当選回数の多いベテラン議員が選成されるケ-スが比較的に多いが,なかには構成団体の首長や構成団体の議会の議長等があて職になっているものもある。通常企業団議員による構成団体への議会へのフィ-ドバックはなされていない。さらに住民との関係についてはほとんど見るべき日常的なPRはなされていない。また,府県との関係についても若干の府県で企業団への府県の財政支援があるほか,大部分の企業団営水道事業は府県の財政支援はえておらず,府県が企業団の構成団体に入っているケ-スは見当らない。ちなみにイギリスの場合は企業団はむしろ肯定的な評価を受けている。わが国の場合確かに問題は多いが,地方公営企業制度の1つという基本を正しく踏まえ,等1に巨大な先行投資に対する府県レベルの財政支援を強化し,等2に構成団体の議会の議員から企業団議員を選出し,在任期間を長くし,構成団体の議会への報告,住民への日常的な情報公開を工夫して,企業団を民主的に活用することが必要である。
