(1)高齢者世帯の借家入居とその居住実態、問題点を把握するために、住宅統計調査、高齢者生活調査の独自集計を行い、高齢者世帯の住宅ニーズについての統計解析を実施した。これによると、京都の都心部および郊外の局所的地域での高齢者集住傾向が著しいことが明らかになった。次に、福祉行政担当者および住宅行政担当者へのヒアリング調査によって、これら地域での高齢者の住宅改善事業が着手されているが、ストックの老朽化等、相対的に住宅の低質化が著しく、これを補うための借り上げ型公共賃貸住宅の必要性が浮彫りになった。(2)次に、借り上げ公共賃貸住宅制度の適用について、京都市内における供給者の可能性を検討した。例えば、個別建て替え時のワンルームマンション等の質的向上、戦前長屋住宅の共同建て替え、木造賃貸アパートの建て替え、再開発事業の保留床への参入、高齢者福祉施設空間への併設、学校空き施設など、適切な条件での空間確保が必要となるが、京都市住宅供給公社への問い合わせを分析すると、現在、土地所有者の借り上げ公共賃貸住宅事業への参画要求は都心部およびその周辺部で旺盛であることが明らかになった。(3)借り上げ公共賃貸住宅の運用方式を構想するために、地域社会で受けとめと福祉拠点としての位置づけ、地主・家主の協力体制の在り方、入居条件とケア方式の検討、借り上げ公共賃貸住宅を核とする具体的なコミュニテイ福祉の活性化プランを、都心部の袋路再生事業を想定して作成した。
