過疎化・高齢化が著しい中山間地域においては、従来集落による自治的・内発的な機能としてあった地域社会・地域農業の振興機能が弱体化し、地方自治体によるその機能の代替的な発揮が期待される状況に至っている。本研究では、そのような状況下にある中山間地域の自治体の農政活動(地域農政の理念、体系、範囲、自治体他部局との連携、農業団体との連携)に焦点をあてた実態調査を通じて、中山間地域の実態に応じた地域農業・地域社会の振興機能の発揮のあり方を明らかにすることを課題とした。典型地域である西日本の3府県(京都府、徳島県、山口県)の実態調査等によって明らかになったことは、次の諸点である。1.集落を単位とする地域活性化、地域農業振興のための活動は、集落の世帯(農家)戸数の縮小にともない著しく低下するという実態が一般的に確認しうること。2.それに対応する自治体農政の役割として、農業生産活動を含めた地域住民の生活(暮らし)をトータルにとらえて振興するという、従来の自治体農政の理念や範囲とは異なる、生活(暮らし)の視点からの「地域マネージメント」が強く求められていること。3.「地域マネージメント」機能を発揮する人材の確保・育成が、自治体農政の主体的課題であるが、それを実現するためには、新たな地方財政措置が求められていること。4.また、現状の自治体農政の体制では、この「地域マネージメント」機能の機動的な発揮には困難が大きい場合が多く、そのため、新たな動向として、「農業公社」等の第三セクターを、その機能発揮の主体として設置するという試みが見られたこと。そして、そこにおける実践が、この課題に多くの教訓を生み出していること。

The functions of self-government and internal development of regional society and regional agriculture are expected to be weakened and replaced by local self-government. This study focuses on the investigation of agricultural activities (concepts, systems, models, links between other departments and agencies of autonomous bodies, links between agricultural bodies) of autonomous bodies in mountainous regions under different conditions. Typical areas: 3 prefectures of West Japan (Kyoto Prefecture, Tokushima Prefecture, Yamaguchi Prefecture), etc. 1. The activities of regional activation, regional agricultural revitalization, and reduction of the number of colonies in the world (farmers) are generally confirmed. 2. The agricultural administration of the autonomous region is divided into two parts: the agricultural production activities include the livelihood of the local people (the end of the year), the revitalization of the concept of the agricultural administration of the autonomous region, and the viewpoint of the livelihood (the end of the year). 3. The function of "regional production" is to ensure the development of talents, and the subject of local agricultural administration is to be implemented. 4. The system of agricultural administration of the autonomous government, the current situation, the flexible development of the function of "regional development", the difficulty of the third part of the system of agricultural administration, the third part of agricultural administration. There are many practical lessons to be learned from this topic.
