過疎化・高齢化の進行が進む中山間地帯の一部では、従来の集落をベースとした住民自治による内発的発展が著しく低下しつつある。そのような実態に対して、地方自治体や農協が専任の地域農業マネージャーを雇用し、中山間地帯の農業再編の基礎づくりに取り組んでいる事例も生まれている。本研究においては、そのような事例地域における地域農業マネージメントの諸機能を把握し、中山間地帯の地域農業・地域社会の維持・発展に果たす意義を理論的に製序することを課題とした。福井県、広島県、大分県の中山間地域におけるヒヤリング調査によって明らなったことは次の諸点である。1.中山間地域における地域マネージメントとして求められる機能は、農業生産活動を含めた地域住民の生活(暮らし)をトータルにとらえて振興するという、「暮らし」の視点からの総合的な領域に関するマネージメントである。2.そのマネージメントにおける農業領域の内容にかかわっては、農業生産の担い手、それを支える組織、そして生産物にかかわる創造的なマネージメント(人づくり、組織づくり、売れる物づくり)が求められている。3.このような広領域で多角的な「地域マネージメント」機能を発揮する人材の確保・育成が、多くの地域で課題となっている。4.従来の地域(農業)マネージメントは、農協によって担われる実態や、また農協が担うべきであるとする議論が多かったが、しかし現在の中山間地域で求められるマネージメント機能は、先述のように広領域で創造的機能が求められ、そのために現状の農協の体制では、この「地域マネージメント」機能の機動的な発揮には困難が大きい場合が多い。そして、それへの新たな対応策として、「農業公社」等の第三セクターを、その機能発揮の主体として位置づけるという試みが見られる。
