Survey Research on the Promotion of University Reform

It has been possible for each university and institution of higher education in Japan to independently develope its own unique style of education, according to its own missions and aimes, since the University Establishment Standard was revised in 1991. At the same time the new standard requires universities and institutions to make efforts on self-monitoring and self-evaluation. The pourpose of this research is to know and analyze how the higher education reform has been promoted since 1991.In 1993 we prepared a questionnaire on the concrete substance and methods of reforms in each university and institution in order to research how far objects of revised University Establishment Standard and reports of the University Council are implemented and how far the missions and aims of each university and institution are reflected in each reform. In 1994 we sent the questionnaire to all fuculties and departments of all universities and institutions in Japan and received from nearly 95 percent of all subject.Analysis and examination of received questionnaire showed as follows.1.Reforms extends every aspect of universities and institutions. Especially reforms of curriculum including the liberal arts are promoted.2.Many universities and institutions have already set up an organizaton for self-monitoring and self-evaluation and put them into operation. But they are rather negative as regards that they make results of self-monitoring and self-evaluation public.
