アメリカで実施されている,排出権取引プログラム,酸性雨防止のためのSO2アロウアンスの取引プログラム,ガソリンに含まれる鉛の精製業者間取引プログラム,ウィスコンシン州フォックス川のBOD排出許可証の取引プログラム,フロンの生産アロウアンスの取引プログラムについて,それらがどのようなもので,どのような過程を経て導入されたか,論点は何であったか,どの程度の成果があったか,などを,論文や資料等で調べた。さらに,南カリフォルニア大気環境管理区域の排出権取引プログラム,トラック用エンジンから排出される窒素酸化物と微粒子の取引プログラム,などについても資料を収集した。また,バンキング,アロウアンス市場の競争性が効率性に及ぼす影響,取引費用がアロウアンス市場の効率性に及ぼす影響など,最近の理論的研究の進展をサーベイした。日本の対応する政策について,ヒアリングや行政資料で調べ,比較を行った。その結果,排出権取引プログラムのバブルのように,日本でもすでに実施されているものがあるということがわかった。しかし,大部分の時間は,アメリカのプログラムの内容と成果の把握に費やしたので,本格的な比較の成果はまだ得られていない。今後は,アメリカのプログラムについてさらに調査を進めつつ,日本の対応する政策の評価を行いたい。また,アメリカで規制のリフォームが進められてきた制度的背景についても調べたいと思っている。
