1984年4月、NHKに「アンニョンハシムニカ-ハングル講座」が開設された。そのきっかけは、「朝鮮人との相互理解のためには日本人民衆の朝鮮語学習が必要」との認識に基づく、久野収・金達寿らの呼びかけによる8年間にわたる市民運動であった。そして講師は、東京外国語大学アジアアフリカ言語文化研究所教授で、韓国留学等の経験をもつ梅田博之(テレビ)・大江孝男(ラジオ)があたり、韓国出身の金東俊・呉美善・金裕鴻・石花賢がゲスト出演した。内容は、テレビが会話中心、ラジオが会話と購読であった。会話では、(1)焼肉・キムチ・ナムルの食生活 (2)練炭のオンドルの住生活 (3)飛鳥文化と朝鮮文化との歴史的関係などが扱われ、購読では「鏡」「三年峠」の昔話が扱われていた。付録では、伝統的服装・年中行事・歌・諺などが紹介されていた。会話は、“イムニダ"“イエヨ"の丁寧な表現が使われ、明治期の学習書の日本人の命令語にたいする朝鮮人の丁寧語、戦後しばらくの「ハオ体」の学習から脱皮し、日本人と朝鮮人との対等な関係作りを意識したといえる。受講者は、9歳未満から80代の人までと年齢幅が広く、趣味・教養(64.3%)とともに隣国理解(63.2%)のための学習者も多く、在日韓国・朝鮮人の受講者からは「母国や民族にかんする内容を多く取り入れてほしい」などの注文も出されていた。南北分断等の歴史適制約から、(1)「韓国語」「朝鮮語」・「韓国人」「朝鮮人」とせす、「この言語」「かの国の人」とされ、内容も南北共通のものに限定したため、生きた現代の韓国・朝鮮人の姿が見えにくく、うちとけた表現も少ない (2)日本による植民地支配、韓国と日本との経済問題、民主化運動などの扱いが少なく (3)在日韓国・朝鮮人もほとんど扱われていない、という課題が残った。こうした歴史的制約を含みながらも、「ハングル講座」のスタートは、《(1)在日朝鮮人の母語による民族教育への弾圧=日本語強制 (2)日本民衆による朝鮮語の無視ないし軽蔑 (3)在日朝鮮人の取り締まりのための警察官などの朝鮮語学習、から(1)在日韓国・朝鮮人の朝鮮語学習機会の拡大 (2)日本民衆の朝鮮語学習の広がり (3)日本民衆の韓国・朝鮮人との相互理解・協力のための朝鮮語学習》への転換をもたらした。そして、その後の10年間の歩みの中で、残された課題を解決するための努力が行われることになる。
