この研究を通じて明らかになったのは、下記の7点である。(1)学校評価実施様式には、協議方式とアンケート方式の2類型である。(2)学校評価への取り組みが積極的な学校においては、その両類型併用が多く見られる。(3)学校評価への取り組みが消極的な学校においては、協議方式が採用されていることが多い。(4)このような取り組みに対して、教育委員会の指導行政のあり方が深く係わっている。(5)教育委員会が積極的に学校評価への取り組みを促すところでは、学校レベルにおける取り組みも活発になる。また、研究指定校では、その研究テーマに係わらず学校評価への取り組みが喚起されている。(6)教育委員会が学校評価に対して特別の取り組みをなしていないところでは、学校レベルの取り組みも低調となる。(7)しかし、学校によっては、教育委員会からの特別の指導がなくとも、学校評価への取り組みが活発なところがある。それを導いている要因として、学校評価理解者(校長・教頭や教務主任等)による普及活動が挙げられる。以上の諸点からすれば、日本の学校評価様式の開発は、教育委員会の指導性、スクール・リーダーの見識に大きく依存していると言える。このことは、逆に言えば、一般教員レベルからの評価認識や学校評価へのモラールに弱さがあることを示しており、ここに学校評価普及・定着の最大の原因があると捉えられる。この教員レベルの意識分析が今後の課題である。
