わが国の金融の国際化、日・米・欧の金融市場の統合、グローバル化によって国際資本移動が1980年代以降一層高まっている。また、変動相場制度下の経常収支不均衡も解消されず、貿易摩擦が深刻化し、ガットや日米包括経済協議における通商交渉が行われている。そこで、拙稿(1994)において、国際資本移動の完全性を仮定したマンデルの2国モデルを用いて、財政政策、金融政策、および市場開放の経済効果を分析している。小宮隆太郎氏も論じているように、一般均衡分析においては、弾力性アプローチで考えられるような経常収支黒字を減らすためには単純に輸入を増やせばいいというわけにはいかない。なぜなら、輸入をふやしても為替相場が減価すれば輸出が増えて、結局、経常収支は変化しないということもあるからである。金融政策ついては、円安が失業の輸出を伴い近隣窮乏化政策となるため、国際政策協調の観点からの運営が望ましい。そのゲーム論的分析を拙稿(1993)においてサーベイしている。国政政策協調が、各国が他国の戦略を所与として行動する非協調(ナッシュ)解に比べて経済厚生をどのような場合に高めるのか、あるいは逆に低めるのかについてゲーム理論的に考察している。さらに、3ヵ国モデルに拡張した場合、2国のみの協調行動は、その2国間の外部性と第3国の反応次第で、3ヵ国とも協調しない場合よりもかえって厚生を低下させることもあり、現実に国際協調政策を採用するにあたっては、その前提条件が持たされているかどうかに関する実証分析が必要である。
