人口の高齢化は、家計の消費・貯蓄行動や、高齢化に伴う財政政策の変化によって、経済の実体に影響を与えると考えられる。家計と政府は、税金、公的年金の保険料と給付、医療保険の保険料と給付などで直接関わりあっているので、日本の財政制度、および家計の消費・貯蓄行動について以下の研究を行った。第1に、政府の財政制度を公的年金、医療保険、税制を中心に現状分析を行い、それをもとに将来の財政収支の推計を行った。公的年金、医療保険については、制度会計別の年齢別加入者数、年齢別平均標準報酬をもとに、保険料収入、年金給付、医療給付などを推計するという手法をとった。税制については、国税および地方税の税目を整理し、所得に対する課税、消費に対する課税、資産保有に対する課税、資産所得に対する課税、および法人に対する課税に分類し、これまでの推移を計測しさらに将来予測を行った。第2に、家計の生涯を通じた消費・貯蓄行動を推計した。消費行動については『家計調査』のコ-ホ-トデータを時系列で集計し、世代別の年齢・消費プロファイルを作成した。公的年金の計算で用いた年齢別の標準報酬を利用し、年齢別の消費と組み合わせることにより、世代別の消費・貯蓄行動の推計を行った。第3に、家計部門と政府部門を統合したマクロモデルを用いて、財政政策により、世代別の負担構造がおのように変化するか、また、マクロの消費・貯蓄にどのような影響を与えるのかシミュレーション分析を行った。これらの研究結果は,94年度中に発表予定である。
