French Economic Relations with its Colonies after the World War II.

本研究的目的在于阐明二战后法国与殖民地经济关系的转变，以及殖民地在资本主义结构变迁中对法国的意义，更具体地说，本研究旨在考察殖民地在法国政治经济重建过程中的地位。本文通过对法国现代化计划以及法国与殖民地贸易关系的考察，得出以下结论：1.通过对法国第一次现代化计划报告的考察从1946年10月制定的《莫内计划》中可以看出，该报告包含了现代化委员会的工作细节和发展计划的摘要，殖民地是法国经济的补充。1948年1月，在第一个计划的基础上，又出台了《海外殖民地现代化计划》。2.贸易统计分析表明，战后殖民地对法国的意义更加重要。法国及其海外属地形成了密切的贸易关系。1948年，法国海外属地出口占法国出口总额的44%，而在欧共体成立之前，法国海外属地出口占法国出口总额的35%。但我们必须注意的是，在1949年欧共体决定实行贸易自由化之后，法国对外关系的重心由海外属地向欧洲市场的转变。1948年开始实施的马歇尔援助，使法国几乎实现了第一个计划的目标，并在OEEC框架内推进了贸易自由化，从而加强了法国与欧洲国家的经济关系。

The purpose of this reserch is to clarify the transformation of French economic relations with its colonies, and the signification of the colonies for French in the structural change of capitalism after the World war II.More concretely, this research aimed at examining the position of the colonies in the process of French political and economic reconstruction. For this examination, we studied the Plan for Modernization in France and the trade relations between Frnace and it a colonies.As a result, we can point out as below.1.By examinimg the report of the First Plan for Modernization and Equipment (Monnet Plan) drawn up in October 1946, we could know that the Report contained the working details and the abstract of the development plan of Commission on Modernization, and that the colonies are located as the complement of French economie. Moreover, on the baisis of this First Plan, Plan for Modernization of Overseas possessions was published in January 1948.2.Analysis of the statistics of trade showed that the signification of the colonies for France became more important after the War. France and its overseas possessions formed a close relations of the trade. The share of overseas possessions for French export arrived at 44 percent in 1948 and 35 percent even before the formation of EEC.3.But we must pay attention to the transition of the center from overseas possessions to European market in French foreign relation after the decision of the liberalization of trade in OEEC in 1949. France almost attained her object of the First Plan by Marshall Aid executed from 1948 and advanced the liberalization of trade within the framework of OEEC.Thus France strengthened the economic relations with European countries.
