In the 1950s France strengthened relations with Europe, especially economic relations with West Germany. However, it was still an important issue for France to maintain the relationship with its former colonies, as is seen in its proposal to have the association with overseas countries in the negotiation process of Treaty establishing the European Economic Community (EEC). West Germany and the Netherlands strongly objected to the proposal, but West Germany finally conceded to it, and the association of the member states and "overseas countries and territories" was specified in Part IV of the EEC Treaty.
