项目摘要

本研究においては、かんきつ園地再編対策事業に対する対応を通して、輸入自由化という政策転換に対するみかん産地の対応の地域的差異を把握し、こうした地域的差異を生み出すに至った地域要因を考察した。その結果、次の点が明らかとなった。1.全国スケールでみると、主産地や九州・四国において、再編対策事業の実施率が高く、面積も広い一方で、都市近郊の産地においては、逆の傾向を示していた。その要因として、前者では、雇用機会も少なく遅くまでみかん栽培に依存し、条件の不利なみかん園をだかえていたこと、後者においては、就業機会が提供され、早くからみかん園が縮小していたことが考えられた。2.主産地の一つである佐賀県における園地再編対策事業については、みかん栽培に特化し専業の2つの核心地域において実施率が低く、みかんと他の作物の複合経営を行う核心の周囲で実施率が高い。つまり、みかんと他作物の複合経営が行われている地域で、栽培が縮小する一方で、核心地域に栽培が集中する傾向がある。3.佐賀県のみかん生産の核心の一つである浜玉町では、傾斜地といった経営条件の劣悪な園地の多い山間地区で再編事業の実施が進展し、経営条件の良好な平地部においては、再編事業の受容が大きく進展しなかった。平野部でも市街地に近い北部地区では、兼業化が進展し、園地もすでに減少が進展していたのに対し、中部では、専業農家が多く、園地が維持されているからである。平野部では、廃園や植林が、山間部では、清見やキューイといった他の果樹への転換が進展している。4.残存農家の戦略としてハウスみかんの栽培があり、日本の市場にあったこうした高品質みかんの生産が行われている。こうした変化は、オレンジの輸入自由化とそれにともなう再編対策事業を直接の原因として生じたわけではない。すでに、みかんは供給過剰の時期をもち、早くから、こうした高品質みかんの生産や、他果樹への転換が試みられてきた。今回の自由化と事業はこうした動向を加速かした役割を担ったといえる。
