项目摘要

本研究は近年の流通の自由化と小売商業政策の転換によって地域小売商業がどのように変化しつつあるかについて富山県内の低次中心集落を事例として検討した。調査で得た主要な知見は以下のとおりである。1)大店法の改正を契機として大手流通資本主導のショッピングセンターの建設が各地で活発化し、それにトナントとして参加する地元小売商が増加した。一方、流通自由化に対応して地元主導型ショッピングセンターの形態は多様化した。従来の協同組合方式の共同店舗、株式会社方式のショッピングセンターなどが移転または新規に設置されたが、とくに新しい形態として街づくり事業構想や商業集積法に基づく商業集積づくりがなされた。2)近年設置された従来のもと主導型ショッピングセンターの特徴は、行政の介入を積極的に受け入れて地域密着型であることを協調した点である。とくに、松づくり会社が関与した商業集積はコミュニケィホール等の商業基盤施設と一本化して設置されたものである。街づくり会社は第3セクター方式と株式会社帆しきとがあり、前者の例として上市町、後者の例として朝日町と福野町とがあげられる。3)大手資本主導のショッピングセンターの規模と立地の変化に対応して、従来のもと主導の各種ショッピングセンターも変化した。近年設置されたショッピングセンターはいずれも既存のそれり2〜3倍の店舗免責を有し、モータリゼーションのさらなる進展によって中心集落からさらに隔離した農地に設置される場合が多い。そのため、中心集落内の焦点街の形態的・機能的衰退はさらに進行すると考えられる。4)街づくり的発想による商業集積のうち、中心集落からやや隔離した位置に立地した朝日町と福野町の事例では都市計画区域の大幅な変更を伴うなどの問題が生じた。
