项目摘要

本研究は、過疎化と高齢化が進行している地域に住む独居高齢者の日常生活上の困難を明らかにすることが目的である。対象は老年人口係数32.4%の長野県A村とし、面接調査と2種の質問紙調査を実施した。その結果様々なことが明らかとなったが、ここで特に高齢者にとって、時間的にも生きがいとしても重要な意味を持つ農業を中心に報告する。面接調査を独居高齢者10名に行った結果、様々な日常生活上の不便が見いだされ、特に農業に関しては多くの問題点が指摘された。農作業の観察結果からも、出荷のための計量・パック詰め作業等が長時間に及び身体的な負担が大きく、特に最盛期はほとんど休めないという状況が高齢者の農業を困難にし、継続意欲を失う要因になっていると考えられた。独居高齢者全員(115名)に対して実施した農業に関する質問紙調査からも、様々な問題点が見いだされた。出荷している人もいるが、体力が低下し、傾斜地で機械化が困難なために得られる収入は小さく、収入について回答があった15名中6名が年収1万円未満という零細なものであった。また厳しい出荷規格への対応の大変さも多く訴えられた。農業後継者が確保されているのは僅か10名で、多くの人は後継者が確保されていなく、自分の死後は所有農地は荒れ地にするしかないと考えていた。さらに、独居高齢者から家の後継者として紹介された子ども10名に対して、過疎地域の農業に関する質問紙調査を実施し、6名から回答が得られた。A村に隣接する長野市に在住する4名は、比較的頻繁に親の農業を手伝っている。しかし将来A村に戻って農業をする予定があるのは6名中3名で、残りは戻る予定はないあるいは分からないという回答からは、A村のような過疎地の過疎化と高齢化は今後も続き、農業は一層衰退することが推測された。今後もさらに本研究を継続して、高齢化社会における地域の再編などについても検討したいと考えている。
