本研究は、単独の大資本(企業)による産業化と地域の関係を、福岡県大牟田市と秋田県仁賀保町との比較検討を通じて明らかにしようとするものである。本年は特に、地域住民の当該企業への意識を中心に分析を行っている。得られた知見は以下の通りである。1]大牟田市 細かい分析は今後の予定であるが、基本的な知見として、市民の側に「まちづくり=産業振興」的な産業への依存意識が強く残っていることが指摘できる。当該企業へのもっとも強い希望も、当該企業以外の企業誘致への協力であり、生活者の側からのまちづくりの契機をどこに見いだすかが課題となっている。2]仁賀保町 調査票調査の結果、地域住民の当該企業への意識は、(1)その仁賀保町への功罪を等しく認めている群(両面評価群)、(2)一貫して肯定的評価を行っている群(一貫肯定群)、(3)一貫肯定群とは逆の否定的傾向の強い群(一貫否定群)、(4)当該企業への関心そのそものが低い群(無関心群)の大きく4つに類型化できることが明らかになった。各群の基本属性を見ると、前者2つは60歳以上が多く、一貫否定群には40〜50歳代の男性が多い。また無関心群には相対的に若い層が多い。学歴、職業、収入のいずれにおいても各群との有意な関係は認められなかったが、職業に関しては、自営業において一貫否定群が相対的に多い。全体としての評価は、雇用促進、人工増加、財源の面で肯定的に捉えられており、工場立地に伴う直接的効果を認めている一方、過半数が地場産業の衰退を認めている。上記の4群との関係で考えれば、地場産業を支える層がやや当該企業への否定的傾向をもっている点が注目される。また期待面でも上位3つに雇用の場の提供、公害発生防止、利益の地域への還元という直接的効果が挙げられている。他方、当該企業への聴取調査からは、地域への積極的関与へはさほど積極的ではないことがうかがわれた。その点で、仁賀保町においては町民と当該企業との間に若干の距離があり、まちづくりというよりも、工場立地の直接的効果に関心が集中する傾向を生み出していると言える。ただ、ここ数年の不況により、当該企業の仁賀保町での雇用は激減しており、当該企業と町民との関係が転換点に差しかかりつつあることも事実である。
