今年度の調査研究では2つの調査を実施した。第1は(財)調布ゆうあい福祉公社(以下、公社)の協力会員(ホームヘルプサービスの提供者)を対象とした大量観察調査である(平成6年8月実施)。第2は、神戸市ライフケア協会に対するヒアリング調査である。公社調査では、有償ボランティアに対する参加者の考え方、特に自発性とボランティア精神の関連、行政からの事業委託に関する対応、活動経験と参加意欲の関連、協力会員相互の連帯感などについて調査項目を設定した。この調査から得られたデータを統計的に解析しているが、いまだ詳細な分析結果を得るにいたっていない。ただし、現時点での知見をあげれば次の通りである。第1に、行政の公的サービスを業務委託の形で公社の事業の一部に取り入れたこと(平成6年度から実施)が、有償ボランティアである協力会員と委託事業の担い手である専門ヘルパーの間に一種の差別化の意識を生みつつあることがあげられる。第2には、協力会員の参加意欲や有償ボランティアに対する意識も決して一様ではなく、公社の活動に参加することや有償ボランティア活動に対する意味付けは非常に多様であることが発見された。特に公社に関しては有償であることが公社の活動への参加契機となっている層とボランティア活動であることに意義をおいている層と大きくは2分されることが発見された。今後、神戸市(今回はヒアリング調査のみ実施)との比較調査によって、東京郊外における活動である調布ゆうあい福祉公社の特色を把握すること、また、詳細な分析結果を得ながら公社のコーディネーターに対するヒアリングを行ない、調査結果の解釈を行なっていくことが必要である。
