この研究では、1920年代の京都府立医科大学を主要な事例として取り上げ、とくに公立大学への府(県)費補充金の制度的基盤とその展開について一次資料をもとに考察を進めてきた。それは専門学校、府当局、府会、文部省による昇格をめぐる議論のなかでもっとも重大な論点となったのがその支出であったからである。考察によって得られた新たな知見は以下のように整理される。1.大学設立認可内規(1919年)の存在と内容(1)従来の研究では、文部省の大学設立認可内規は1925年のものが明らかにされていたが、新たに、1919年のものを確認した。(2)これにより私学の基本財産については「六箇年以内」の供託が明記されていたことが判明した。2.公立大学府(県)費補充金の制度的基盤(1)文部省が京都府立医科大学への府費補充を要請した直接的契機は、収入増加を図るための附属病院経営への傾注よりも、大学の本質的機能である研究を公立大学に求める「姿勢」にあった。(2)府費補充の制度的基盤は上記の「姿勢」に媒介された大学設立認可内規にあり、実際に京都府立医科大学に対して府費補充金が支出されていた。(3)しかし、京都府立医科大学への府費補充金は1916(大正15)年度予算では削除されるが、これは府会騒動を契機とした、知事による指揮要請に対応した府の予算への、内務大臣、大蔵大臣、文部大臣による指揮によるものであった。(4)このような公立大学への府(県)費補充の脆弱性は、その支出そのものを明記していない大学設立認可内規の不十分さに起因するものであった。

This research is based on the main case of Kyoto Prefectural Medical University in the 1920s, and the basic data of the government fee supplement system of public universities. The Ministry of Education, the Ministry of Education, the Ministry of Education and the Ministry of Education have made great contributions to the development of the country. The investigation was conducted in the following ways: 1. The existence and contents of the Internal Regulations for the Establishment of Universities (1919)(1) The Internal Regulations for the Establishment of Universities of the Ministry of Education and Culture (1925) were confirmed in 1919. (2)The basic property of the private school is not "within six years" and the trust is recorded. 2. Foundation of the system of supplementary funds for public universities (1) The Ministry of Education and Culture requests direct opportunities for supplementary funds for Kyoto Prefectural Medical University. (2)The foundation of the government fee supplement system is recorded in the "posture" of the media, and the government fee supplement fund is actually established in Kyoto Prefecture Medical University (3)Kyoto Prefectural Medical University's government expense supplement fund for the year 1916(Taisho 15) was eliminated. The government meeting was held at the same time. The governor requested the government to supplement the budget. The minister of the interior, the minister of finance, and the minister of education were responsible for the budget. (4)The vulnerability of government expenditure in public universities and the reasons for their failure to establish internal regulations are clearly noted.
