豊臣政権の国土領有権獲得の過程は、段階的にとらえねばならない。信長の正統的後継者となるべく、秀吉は天正11年の北国国分(第1次)から天生13年の北国国分(第2次)までの国分を通じて、信長の遺領を掌握して、中国・四国から東海・北陸におよぶ豊臣領を確定する。さらに天正13年閏8月の豊臣全所領規模の国替を敢行することによって、個別領主支配権が国家支配権に包摂される近世的知行原理を樹立することに成功した。ここまでは、いわば武力と戦略のみによって成長を遂げた段階にあたる。秀吉は、同年7月に関白に就任することで、境界を接することなくかつ敵対関係にない九州あるいは関東・奥羽の戦国大名に対する軍事介入への名分をつかむ。そして天正16年の聚楽行幸に際して、臨席した織田信雄以下の諸大名に、天皇に起請させるという方法で、政権の国土領有権を承認させた。これは、露骨に天皇を利用することによって、秀吉が天下人であることを宣言するものでもあった。これをふまえて、政権の個別大名領を越えた山野河海に対する支配権が強化されてゆくのであるが、方広寺大仏殿の造営事業がそのひとつの画期であったことに注目した。豊臣政権にとっての天皇制の価値は、聚楽行幸を境として低下してゆく。秀吉は、大陸出兵が本格化してくると、最終的に北京と京都にそれぞれ天皇と関白を置き、彼はそれらを束ねる皇帝となることを企図する。秀吉は、中国を中心とする華夷秩序を否定し、外交文書では天皇を疎外して、国内的には天下人として君臨することに成功した。しかし東アジア諸国家の統合のための名分を提示することにも、また軍事行動にもとづく外交秩序の再編にも失敗したのである。
