本研究の目的は、日米欧における情報通信基盤整備に対する公的関与のあり方を、電気通信事業の運営形態やそれに対する政府規制の相違と関連づけながら比較することであった。各国ともに政策情報をかなり詳細にインターネットを通して広報し、また意見を集めて政策構想に反映するという手法を競って採用し始めたのが1994年の大きな変化であり、本研究にとっても大きな意味を持った。米国においては、政府をはじめ、ユーザー団体や専門家を擁する公共利益団体などがインターネット上の活動を一種の政策実験として展開した。インターネットを活用した研究によって、この政策過程の実験をほぼリアルタイムでフォローすることができたことにより、新しい政策過程についての貴重な知見を得ることができた。EUは、民間企業の競争力強化を意図して産業振興策を進めつつあるが、加盟国間の利害関係や政策方針の相違などにより、具体策の推進においては加盟国が一致して取り組むことが困難であることが特徴的である。日本においては中央省庁が概括的なビジョンを描く一方で、政策実験的な試みにおいては、先進的な自治体の役割が大きいことが、具体的な事業内容を調査し、いくつかの自治体に取材に赴くことによって把握できた。また、大口ユーザーの立場から通信規制緩和の提言をとりまとめた経団連の担当者、新規参入の第二種電気通信事業者などからのヒアリングにより、わが国におけるユーザーの政策過程への関与の態様についての知識を得た。以上の研究成果を今後できるだけ早い時点で論文として発表するとともに、追加的な調査を行った上で書籍としてまとめたいと考えている。また、本研究の作業によって収拾した政策資料のデータベースは、著作権の許す範囲で公開できるよう検討したい。

The purpose of this study is to compare the relationship between information and communication infrastructure and the relationship between government regulations and the operation of information and communication infrastructure. The policy information of each country is communicated in detail, the opinions are collected, the policy ideas are reflected, the methods are adopted, and the significance of this study is maintained. The United States government has a policy of public interest in the development of social and economic activities. The policy process is based on research and development, and valuable insights are gained from the policy process. EU intends to strengthen the competitiveness of private enterprises and promote industrial revitalization policies. The interests of participating countries and the contradictions between policies and policies are different. Specific policies are promoted. The participating countries agree on the characteristics of the organization. Japan's central government has made efforts to investigate the broad scope of the project, to implement policies, to conduct research on advanced autonomous organizations, to investigate specific business activities, and to control the materials used by autonomous organizations. The position of communication regulation deregulation is proposed, the person in charge of communication regulation, the new regulation is involved in the second kind of electric communication industry, the policy process of communication regulation deregulation is proposed, the knowledge of communication regulation deregulation is obtained, and the attitude is obtained. The above research results will be published in the future. This study was conducted in conjunction with the publication of policy data, and the publication of work reports.
