本年度の研究では,農業生産を中心とした地域物質循環モデルを基軸に,環境保全型土地利用計画の策定手法を総合的に考究した。その第一段階として,大土地利用計画(縮尺1:50,000レベル)における農用地計画プロセスの体系化を検討し,以下のような枠組を構築した。(1)市町村別の人口推移を基に地区(旧市町村)別計画世帯数を決定し(社会資源評価),(2)計画農家率等を用いて世帯種別に分離する(活動配分)。(3)一方で,地区別の農地面積推移,土地適性等を考慮して供給農地面積を決定する(土地資源評価)。(4)ここから,世帯種別に菜園・自給農地等の面積原単位を乗じた「生活農地」を確保し,残りを「基幹農地」とする(空間配分)。(5)この基幹農地面積に対して,生産活動の核となる基幹農家のモデル営農類型を適用し,地区別の基幹農家数を算出してその検討を行う(経済評価)。(6)また一方で,地域物質循環モデルを適用して,基幹農地における畜産-水田・畑地の窒素・リン循環システムを検討する(環境評価)。この(5)および(6)の評価結果を順次(4)〜(1)にフィードバックし,最終的にいくつかのシナリオに基づいた地区別計画農地面積を決定する。その後,次段階の中土地利用計画(市町村〜旧市町村レベル)によって土地利用境界の空間的提示に至る。本年度は,鳥取県東伯地域を事例に上記計画プロセスの適用を試み,旧市町村単位での水田・畑・樹園地別計画論席を算出した。また,国内各地における環境保全型営農事例についての各種資料を収集し,地域物質循環の観点からの比較検討を行った。そこから,とくに大規模な畜産経営が関る場合,農家あるいは集落規模での持続的な物質循環体系は達成し難く,旧市町村以上の空間規模で耕種農家との連係を図る必要が指摘された。
