本研究の課題は,兼営形態という農協経営の特徴を活かし,経営効率と規模の経済との関係を明らかにすること,最適規模及び非効率の要因を明らかにすること,さらにこれらの点が異なるサンプル(宮城県と秋田県)によってどのように違うのかを明らかにすることである。これに対して,Sueyoshi(1992)によって示された改良型DEA(Data Envelopment Analysis)を用いて,分析を行った結果は次のことが明らかとなった。第1に,経営全体の効率(総体効率)を生産過程の効率と投入資源の配分の効率に分解すると,宮城県,秋田県ともに投入資源の配分の効率の方が低い。このことは,現在の農協の経営において,マネジメントが経営にとって非常に重要な要素であることを示す。第2に,個別の規模の経済からみると,宮城県で84農協中74,秋田県で100農協中90で規模拡大が経営の効率を高めることになる。しかし,両地区の規模拡大型農協の規模の経済の程度はあまり大きくない。このことは,現在進められている農協組織の広域合併構想を肯定するものであるが,過大な期待(費用節減や収益増大)をすることは妥当でないことを示す。第3に,両県の広域合併構想農協を評価すると,現在の農協経営を効率的にすることによって,わずかではあるが現在よりも費用節減的となり,現在の経営において効率的にできるかどうかが合併の正否を左右するものであることを示す。以上の結果から,農協の広域合併はまず現在の経営において高率にすることができるかどうかによってその正否が決定され,その大きな要因としてはマネジメントが重要であることを,初めて明らかにした。一方,当初目標とした最適規模の提示については,シミュレーション方法に問題があり,今後の重要な課題として残った。
