The scientific plan and implementation plan of the Core Institute for the Earth Environmental Sciences have been discussed by distinguish scientists in Japan. Research topics which should be persuied was discussed. Five research areas are slected ; (1) understanding of the Earth System variability (2) Evaluation and predictin of the Global Change induced by human activity. (3) Issue of civilization of human life (4) Adaptation Issues for Global Change. (5) Regional Problems.In order to study these issues, a new Institute is proposed with a network of existing research laboratories and universities. Management system in also discussed.

日本杰出科学家讨论了地球环境科学核心研究所的科学计划和执行计划。讨论了今后的研究方向。选择了五个研究领域：（1）地球系统变率的认识;（2）人类活动引起的全球变化的评估与预测。(3)人类生活文明问题（4）全球变化的适应问题。(5)区域问题：为了研究这些问题，建议设立一个新的研究所，与现有的研究实验室和大学组成一个网络。管理制度也在讨论中。
