项目摘要

被害地震発生のたびに各機関により組織的な調査が行われているが被害調査項目として従来は構造物の被害など直接的なものに限られていたが、近年は建物被害の機能的な問題など計画学的問題から、さらに経済的な影響など間接的な被害項目にまで及んでいる。直接被害については被害統計が整えられ、定量的な議論が進められ、地理情報システムとリンクして解析が進められている。このように間接被害についても定量的な取扱が重要であり評価法の確立が急務であると考え本研究を1年計画で実施し研究の方向を探った。本計画の立案後に阪神・淡路大震災の勃発を見たのでこの地震災害事例を研究に取入れた。今回の震災はさまざまな間接被害を引き起こし多くは現在も進行中であり、多くの課題をわれわれに与えている。各分担者はそれぞれ何らかのかたちで被害調査に関わり対象範囲も間接被害へと広げつつあり、各自の調査結果、研究成果を持ち寄り議論を重ねることに主眼をおき数回の会合を持った。最後に間接被害の評価法に焦点をしぼり、評価法の提案、問題点の指摘、今後の方向などを報告書としてまとめ刊行した。取扱った主な評価項目は、人的被害、ライフライン被害による生活支障、緊急対応、広域被害の空間分布などである。最後の会合では本報告書をもとにミニ・シンポジウム形式で開催し公開討論を行った。
