The Aichi Irrigation Project started with a challenge. The project authority (Aichi Yousui Kodan) had to figure out ways to create a water right without affecting other already existing water rights and water use : hydro-electric, irrigation, industrial and domestic. For this reason, the amount of water drown from the Kiso river was strictly limited (to 30m^3/s). It is certain that this condition influences the water management of the area, benefited from the Aichi Irrigation Project.(1) In this study, I conducted a questionnaire research to find out how the water management districts (105 districts in total) as the part of the water distribution system responded to the drought of the Kiso river. As results, I have concluded the followings : (1) Functional level of the water management system affects how each distric responded to the drought situation. (2) farm ponds were highly effective in dealing with the drought especially in districts located on the lower Aichi Irrigation Canal.(2) The Aichi Irrigation Project was began by creating Miyoshi farm pond in the center of the area that would bring a big benefit from the project. I conducted a case study on Araya settlement of miyoshi town, located near the source of water for the pond in order to find out influenced of the Aichi Irrigation Project for 35 years since its opening. As results, I have concluded the followings : (1) Creation of Miyoshi farm pond lead to the abolition of habitual water use and eliminated a social tension between the upper and the lower of Miyoshi farm pond areas : (2) The land use changed from extensive (wheat, sweet potatoes, etc.) to intensive (horticulture etc.), and farm mechanization has progressed : (3) In Araya water management district, a producer's association established a group plant system of paddy field, and they survived through the 1994 drought by setting up two well-tube pumps.
爱知灌溉项目始于一项挑战。项目主管部门(Aichi YouSui Kodan)必须想办法在不影响其他现有水权和用水的情况下建立水权:水力发电、灌溉、工业和家庭用水。为此,基索河的溺水量被严格限制在30m^3/S。可以肯定的是,这种情况会影响到艾池灌溉工程受益的地区的水管理。(1)本研究通过问卷调查,了解作为供水系统一部分的水管理区(共105个区)对基索河干旱的反应情况。研究结果表明:(1)水管理系统的功能水平直接影响到各区对旱情的反应。(2)农用池塘在抗旱方面效果显著,特别是在爱知灌区下游地区。(2)爱池灌溉项目的启动,是在该地区的中心建立了三吉农场池塘,该项目将带来巨大的效益。我对位于池塘水源地附近的三洋镇荒屋聚落进行了个案研究,以了解爱知灌溉工程开通35年来的影响。研究结果表明:(1)三吉农场池塘的建立,废除了传统用水方式,消除了三吉农场池塘地区上下的社会紧张关系;(2)土地利用由粗放型(小麦、红薯等)向粗放型转变。(3)在阿拉亚水管理区,一个生产者协会建立了水田群植系统,通过安装两台井管泵,他们挺过了1994年的干旱。
