1.天津で発行されていた北平(北京)・天津地方の地方新聞『天津大公報』の分析を通して、南京期(1928-37年)における南京政府の対華北地方政策の変遷を、華北がそれをどう受けとめたかという視点から1935-37年にかけて追い、それと、この時期の華北の特殊な地方政権である冀察政務委員会との関係を検討した。その結果、以下の知見を得た。(1)1935年を境に、「地方における国民革命の完成」を目標とする南京政府の従来の政策方針が大きく転換し、「対日抗戦の準備」が華北地方政治の第一の目標とされた。(2)この政策転換が、国民政府の「地方実力派」(1920年代の軍閥の後継勢力)に対する政策の転換につながった。これが冀察政務委員会の成立が認められた最大の条件となった。冀察政務委員会の対共産党政策は、抗日を条件とする第二次国共合作の先駆けをなすものとなった。2.外務省外交資料館・防衛庁防衛研究所の史料の研究を通して、以下の知見を得た。(1)冀察政務委員会と「冀東防共自治」政権の関係-冀察政権は、華北分離工作阻止という南京政府の意図を実現するうえで、南京政府の所期の成果をあげた。(2)山東駐在外交官の報告から、南京政府は、南京と北平・天津との交通路を掌握する山東省の韓復架政権に対して、表裏両面から切り崩し工作を活発に進めていたことが判明した。これは、冀察自治を容認する一方で、その「独立」を未然に防ぐ目的のもとで行われた可能性が強い。

1. The analysis of Tianjin Ta Kung Pao, the local news of Tianjin, was carried out during the period of Nanjing (1928-37).
