本研究において筆者は、1993年の「土地基本調査」の開始によって、(1)従来不整備であった土地に関する統計データの体系がどのように変容したか、(2)この調査結果に基づき新たな土地所有像を明らかにすること、この2点を課題とした。研究の結果は次のようである。1.土地統計体系の変容「土地基本調査」の導入で土地所有者を調査単位とする全地目にわたる調査統計が発足したこと。これにより、従来、農林業センサス、住宅統計調査、工業センサス、企業の土地取得に関する調査などの調査統計、固定資産の価格等に関する概要調書などの業務統計によって、地目ごとに断片的にしかとらえられていなかった土地所有の状況を統一的にとらえることができるようになった。しかし、今回はサンプル調査として実施され、法人調査、世帯調査ともサンプル設計と推定方法において改善すべき点が残る。2.新たな土地所有像(1)従来二次的かつマクロでしかとらえられなかった所有主体別の土地所有の分布構造が、法人の業種、資本金、組織形態、所有面積別にとらえることができるようになった。公表されている法人調査の結果の概要からみても面積階級で上位5%の法人が92%の所有をするなど法人内での土地所有の集中がみられる。また東京に本社をおく法人が法人所有面積の32.1%をしめるなど、土地所有においても東京一極集中の構造がデータにより裏付けられた。(2)世帯調査については世帯の類型、年間収入、家計支持者の年令、従業上の地位別の集計がなされ、年間収入階級で200万円未満世帯の現住居敷地所有34.4%にたいして2000万円以上世帯84.8%となり、現住居敷地以外の土地所有についても同様の傾向があり、世帯の土地所有構造の格差の存在がみられた。以上の結果と、1996年春に刊行される法人調査報告書の分析により、現代日本の土地所有構造について論文を取り纒め経済統計学会誌に投稿する予定である。
