80年代の地域開発政策は、既存の民間活力を利用する政策である。それは、大幅な財政の赤字を抱える国家、地方自治体の投資に代わり、民間の活力を地域資源として考えた政策ともいえる。こうした開発の成果は、広く圏域で見る場合は人口の増加(又は首都圏への人口集中傾向の鈍化)、という形で、またテクノポリス地域など特定の指定地域では生産額の増加という形であらわれている。しかし、アンケート調査結果によると、テクノポリス地域においても、地元中小企業と進出企業間には交流がほとんどないことがわかる。その点で、既存の民間活力を利用しているとはいえない。その一方で、高速道路や新幹線など高速交通インフラストラクチャーが、地域資源として大きな役割を果たすと考えられている。実際、1980年と1990年を比較する場合、高速道路周辺は他の地域よりも人口の事業所の増加が確認される。こうしたインフラが新全総で計画された点を考慮すると、80年代の開発政策は、民間活力よりもそれ以前の国家プロジェクトによる資源を利用していることがわかる。また、地域資源として開発可能性を挙げる回答が少なくないことは、成長依存であり、建設依存であることを示す。地域開発政策には経済と建設(土木)の側面があり、高度成長期(新全総まで)の地域開発政策は、国土の均衡あるいは発展を目的に、人口の少ない地域への建設が主たる側面となり、国家的な大型投資が行われた。80年代は民間の既存の集積を利用する政策であった。そこでは経済の側面を重視しなければならないのであるが、実際には建設型の側面(企業誘致型)からの脱却は不可能であった。それは、開発を点で捉え、ネットワーク化が困難であったからでもある。こうした解決の方法には、地域への大幅な権限委譲などが必要であり、それに向けた分析が求められる。
