人絹織物業の最大の産地である福井県を対象に、『福井新聞』(1931年〜44年)、県内繊維企業営業報告書、商工会議所月報、織物同業組合月報、福井人絹取引所資料等を収集し、かつ輸出組合資料、日本輸出人造絹織物工業組合資料、外務省記録、『日刊工業新聞』・『中外商業新報』マイクロフィルムを収集した。これらの分析を通じて、以下のことがわかった。人絹織物業は、当該期日本の代表的輸出産業であるが、人絹糸生産過程の技術革新、海外消費市場の拡大により急激な成長を遂げ、他産業にみられるカルテル組織は、人絹糸生産部門(日本人絹連合会=人絹連)においても人絹織物生産部門(日本輸出人造絹織物工業組合連合会=人工連)においても弱体かつ後進的であり、統制忌避・自由競争を特徴としていた。ところが、海外諸国における輸入防遏措置が強まる1935年頃から日本絹人絹糸布輸出組合連合会(=輸連)が輸出統制を提起し、これが人絹連の操短再開、アウトサイダーの加入を促進し、人工連の生産統制を促した。福井産地は当初生産統制に批判的であった。福井産地が投げかけた生産統制の改革要求は、実績10割保留、零細機業家への傾斜配分、超過生産手数料の半減などでこれらは、日中戦争開始後に部分的に実現した。日中戦争は、人絹織物生産・輸出の伸びを抑制したが、新たに拡大した中国市場に向けて生産がシフトした。1938年から開始される人絹織物の団体リンク制は、産地では輸出向き製品の統制解除・自由生産と受けとめられた。しかし、協定糸は予定数量を下回り、福井産地は原糸不足に悩まされ、輸出実績は計画を大きく下回り、内地流入・円ブロック流出を防げなかった。39年末のリンク制改革は、人工連の役割を大きく低下させ、近衛新体制下に企業合同という新たな事態を迎え、中小工業としての輸出人絹織物業は、衰退の道をたどるのである。
