1 研究方法既存の研究文献と各種調査報告のレビュー、関係者とのインタビュー、および日経データベースの検索資料を総合的に検討することによって考察を行った。2 研究内容(1)国際的な官民共同研究開発の実施意義についての考察実施の意義については、主に外国からの基礎研究ただ乗り論の回避や日本の基礎研究の向上が指摘されてきたが、目指すべきことは長期的な技術革新のダイナミズムを強化することにあり、そのためにはプロジェクトを通じて技術的成果、関係的成果、およびマネジメント能力の向上といった成果を総合的に追求することである。(2)国際的な官民共同研究開発の実施状況およびマネジメントの問題についての考察まず、1980年代以降の制度面での整備について整理し、プロジェクトへの外国企業の参加、多国の研究者間の共同研究に対する支援などの実施状況を把握した。そして、共同研究の実施形態別に重要なマネジメントの問題を明らかにしようとし、それぞれ代表的なプロジェクトを中心にして研究者間の情報的相互作用がどのようにデザインされているのか、どのようなインセンティブが働いているのかを中心にして考察を行った。国際的な官民共同研究開発のマネジメントの在り方についての考察以上の考察を踏まえ、今後のマネジメントの在り方について模索した。最も重要なことは技術的成果と「関係的成果」との調和を求めるマネジメントの方法論を確立することである。そのためには外国技術の吸収を優先するよりも長期的な協調の基盤を築くこと、マネジメントの経験を体系的に蓄積・継承していくことが要求される。
