A Comparative Study of Economic Liberalization and Democratization in the Northeast African states

At the stage of presenting the research plan and the application for the academic year 1997, this project had intended to make a comparative study of the area 1. Sudan/Horn of Africa (Ethipia, Eritoria, Somalia, Djibouti) and the area 2. Egypt, focusing on `democratization` and `economic liberalization`. It also had been planned that the area 1. Would be put in the charge of Prof, Peter Woodward, Dept. of Politics, Univ. of Reading, UK and the area 2. In mine.A year later, when I presented the application for the academic year 1998, I was told by the administrative officer at my university that a foreign scholar could not be a member of the project, that it should be carried out in the form of individual study; the section in charge of Japan Society for the Promotion of Science, to which I referred for whether alteration of the research! Plan should be reported on, replied that it would not be necessary.In these circumstances, I focused on the study of democratization and economic liberalization in Egypt in the academic years 1998 and 1999. As for the area 1, I only carried out Prof. Woodward's review on my study twice. Part I of the report of research results contains the seven essays which I had written before in relation to the period from July 23^<rd> Revolution to the Sadat regime and corrected and rewrote during the project. In Epilogue of Part I, newly written, the political process starting at July 23^<rd> Revolution up to the middle of the 1990s in Egypt is outlined.Part II focuses on a sign of economic liberalization k the 1960s' Egypt, the theme I proposed in the initial research plan. The chapters except Ch. 8 were written or their survey were conducted during the project. Ch. 11 analyses in some extent the circumstances in which economic reform pursued in the Soviets and East Europe in the first half of the 1960s affected Egypt.
