高校教育改革の進展には著しいものがあるが、他方で生徒数の減少は着実に進行しており、高校教育の多様化は高校の再編計画と並行して最適な資源配分を考えながら推進される必要がある。本研究は、このような考えのもと、特色ある教育改革の実践事例から高校教育の多様化の具体像を検討し、都道府県における高校再編計画の最適なモデルの検討を行うことを目的としている。2年目に当たる本年度は、昨年度に引き続き全総合学科校に対する郵送による資料請求調査を実施し、加えて、定時制および全日制単位高校および総合選択制高校等の特色ある高校への資料請求調査を実施した。また、宮城県宮城野高校をはじめ数校への、教育課程の詳細や学校運営上の課題等に関する訪問聞き取り調査を行った。高校再編に関しては、都道府県教育教育委員会に対して、生徒減少期の教育計画の内容等について資料請求調査を実施し、全都道府県から回答を得た。さらに再編計画の検討が進んでいる県教育委員会(大分県、宮城県等5県)に対しては、生徒減少の動向、再編に関わる審議会等の検討体制、再編計画の内容、再編実施の課題等に関する訪問聞き取り調査を行った。これらの資料に基づく分析を踏まえ、総合学科の運営と履修実態、入学者選抜制度の転換、市場原理導入による高校教育改革の成果、施設整備からみた高校教育改革の課題、教育の多様化と学校規模の最適化等についての論文執筆および報告書のとりまとめを行っている。

The Ichi Prefectural Board of Education (five prefectures including Oita Prefecture and Miyagi Prefecture) will conduct interviews and surveys on the trend of student decline, the review system related to re-editing, the content of the re-editing plan, and re-editing implementation topics. The basic analysis of the data, the operation and repair of the integrated disciplines, the transformation of the enrollment selection system, the introduction of market principles, the achievements of higher education reform, the implementation of equipment, the topic of higher education reform, the diversification of education, and the optimization of school size are all related to the writing of papers and the implementation of reports.
