项目摘要

本研究の目標は、学校施設整備政策・施策の成否や成果・課題の分析を通じて、政策検証を行うとともに、今後の学校施設整備への政策的含意を得ることにある。令和４年度に行った主な研究作業は以下のとおりである。第一は、昭和59年の国の多目的スペース補助制度導入により校舎空間の革新が図られたオープン型教室について、平成以降大きな変化を遂げた札幌市の小学校を対象に訪問調査を行い、教育委員会の整備方針、教室と多目的スペース間の間仕切りの変遷、その変遷の背景や理由について分析を行った。また関連して、札幌市と同様にフルオープン教室から引き戸方式に間仕切り改修を行った学校への訪問調査を行い、オープン型教室整備の成果・課題の検討を行った。さらに、オープン型教室の政策と実施について市立図書館等での資料収集を行った。第二は、多目的スペース補助制度導入に際して教育指導面からの重要な要因となったティーム・ティーチングについて、我が国で最初の導入とされる秋田市立築山小学校の実践内容を研究紀要及び教員からの聞き取りを基に整理し、ティーム・ティーチングにおける教室や多目的スペースの活用の実態、学校経営、校舎改修との関連を分析した。第三は、中学校における多目的スペース整備の先進策として注目されている教科教室型校舎について、コロナ禍における全国の整備動向と実際の活用状況（教科教室制の実施の有無を含む）を質問紙調査及び一部の学校に対する訪問調査を実施して明らかにした。
