A STUDY OF FINANCIAL, MECHANISM OF NATIONAL UNIVERSITIES

本研究的目的是为考察日本国立大学的治理和财政的现状和可能的替代方案提供理论和实证基础。最后报告就以下三点进行了讨论。(a)国立大学近年来如何引起社会关注。社会，经济和分析因素，提出了批评国立大学和学院进行审查。(b)日本的现行制度与其他国家的制度相比如何。本文以美国州立大学和荷兰州立大学的发展为例，介绍了美国州立大学和荷兰州立大学的发展历程。(c)国立大学如何为基础研究做出贡献。对几个有关教师出版物的数据库进行了分析。此外，国立大学在公平和收入再分配方面的作用进行了分析。

This study aimed at forming theoretical and empirical basis for examining the present form of, and possible alternatives for, governance and finances of Japan's national universities and colleges. The final report presents discussion on the following three points. (a) How national universities attracted social attention in the past few years. Social, economic and analytical factors that raised criticisms of national universities and colleges are examined. (b) How Japan's present system compares with those in other countries. Those of the state universities in the United States and recent development in Netherlands are taken as examples. (c) How the national universities contributed to basic research. Several data-base on faculty publication are examined. Also the roles of national universities with respect to equity and income-redistribution are analyzed.
