项目摘要

本年度テーマに関して得られた知見は、以下のとおりである。1.複数の外国語による教育の非能率・非生産性を改善するために、使用言語を英語に一元化する方針が採用され、外国人教師もその方向で漸次整理された。2.留学経験のある高学歴の教員が多かったこともあり、外国語の使用を制限し、邦語教育を重要視する方針とは裏腹に、教場内ではかなり遅くまで英語が多用された。3.初等教育を含めた予備・準備教育機関の絶対的不足、および未発達が入学生徒の極端な学力差となり、所定のカリキュラムの未消化をもたらした。そのため、一時期促進学級的な対応を余儀なくされている。4.生徒たちの入学目的は必ずしも明確でなく、東京大学に匹敵する高等専門教育という漠然たる期待を出ない。そのことが、学力不足とともに、学習意欲を著しく阻害することとなり、転・退学者の続出を結果したらしい。5.僅か8年の短期間に4つの校名変更という朝令暮改的な制度改革が、生徒側の事情を考慮した教育現場からのものでなく、常に文部省側の一方的な押し付けで行われており、その都度生徒は進路選択を迫られた。転・退学の恒常的な発生に見られる定着率の低さは、このこととも無関係ではない。6.学校当局者を含めた地元大阪に、大学予備門ではなく、むしろ東京大学を視野に入れた高等専門教育機関への上昇志向が一貫してあり、現に中央の指令を先取り、あるいは拡大解釈する形のカリキュラム案を機会あるごとに積極的に打ち出している。7.前述のカリキュラムの作成や運用などの随所に教育現場におけるかなり自由な裁量が見られるが、これを可能にしたのは、地元側の熱意だけでなく、おそらく文部省側に、この学校を西日本の代表的な高等専門教育機関たらしめようとする、つまりもう一つの大学化構想があったためであろう。
