The hidden labor force falls in two types. The first one is seen among workers in the labor force who want to work more than they currently do. The second one is seen among workers not in the labor force who want to work if given opportunities. A survey in Tama New Town, a suburban district in Western Tokyo, shows that a quarter of the women belong either of the two types.There are a number of reasons why women have become the hidden labor force. Tax system, wage system, social security system, employment practices, family responsibility, etc.have reflected on male-dominated society that has given disadvantages to women.A full utilization of female labor is of necessity to raise women's position and important not to waste valuable human resources in the modern society. However, it can not be achieved unless we make economic as well as social conditions equal between men and women.

隐性劳动力分为两类。第一种情况出现在劳动力中，他们比现在更想工作。第二种情况出现在非劳动力人群中，他们只要有机会就想工作。在东京西部郊区的多摩新城进行的一项调查显示，四分之一的女性属于这两种类型之一。女性成为隐性劳动力的原因有很多。税收制度、工资制度、社会保障制度、就业惯例、家庭责任等都反映出男性主导的社会对女性的不利影响。充分利用女性劳动力是提高女性地位的必要条件，也是不浪费现代社会宝贵人力资源的重要途径。然而，除非我们使男女之间的经济和社会条件平等，否则这是不可能实现的。
