项目摘要

各種聴覚障害乳幼児の治療教育施設に関する研究については、聴覚障害乳幼児の治療教育に関する主に国内の文献調査により、ろう学校における教育相談・幼稚部、教育センター、難聴幼児通園施設、病院の指導施設やその他私立の指導施設などにおいて、相互の連携のがほとんどないまま治療教育をしている実態を定性的に明らかにした。ろう学校における教育相談は、学校教育法による制度的担保がないので、幼稚部のサービスとして行っている場合が最も多い。その他独立した幼稚部を設立している場合、民生部との連携で独自の制度運用によりろう学校に独自の施設をつくり運用している場合、人件費の一部を担保してろう学校・幼児教室とのネットワークで運用している場合等多様な形態が見られる。幼稚部は制度的には確立しているが、オ-ジオロジー環境、施設環境において問題のあるケースが多い。難聴幼児通園施設は、児童福祉施設(厚生省所管)であるが、ろう学校幼稚部との競合もあり、ほとんどが知的障害者(言語障害との位置づけによる)の通所となっているタイプ、ほぼ難聴幼児と知的障害幼児と混合通所しているタイプ、難聴幼児に専門特化して機能しているタイプとが見られる。ろう学校と難聴幼児通園施設の連携はほとんどなくむしろ競合しているタイプが多いが県によっては0〜2歳までを難聴幼児通園施設、それ以降をろう学校幼稚部と機能分化しているケース、聴覚管理・聴覚活用指導は難聴幼児通園施設、その他指導はろう学校教育相談・幼稚部と機能分担・連携しているケースもある。
