マクシャリー改革後のEU共通農業政策(CAP)においては、次のような点が重視されていることを明らかにした。(1)政治的に可能な限り、全ての農産物の価格支持水準を世界価格の水準にまで引き下げる。(2)価格支持の引き下げに伴い、潜在的に収入が減少する農地の所有者に対して直接所得支払いを行う。(3)これらの補助金を生産から分離するとともに、農業において経済的に十分満たされた分野に対して不必要な所得を与えないよう段階的に修正と調整を行う。(4)農業者に対する「環境サービス補助金」(environmental service subsidy)の重要性を向上させる。これらの政策は旧来のものに比べて必ずしも安上がりではないが、行政上単純明解であり、不正の余地が少なく、国際的に受け入れられ易いという利点がある。このようにEUでは、次の国際貿易交渉を視野に入れた政策展開がはかられている。
