Research on the Reduction of U.S.Armed Forces in Japan

为了实现本研究项目的目标，我设置了三种不同的方法;美国在日本本岛和冲绳驻军的历史背景，冲绳美军基地问题的政策导向研究与建议，以及对日本外交和安全政策的未来展望。我去了日本大陆和美国，就日本-美国在安全问题上与学者和专家的联盟。我收集了关于联盟的资料。我在马里兰州大学公园的国家档案馆收集和分析了与日美安全关系有关的文件。正如我在最后报告中提到的，冲绳基地问题本身就是日本外交政策的一个重要议程。也就是说，冲绳与日本本土的关系因美军基地的存在而被“扭曲”，历史结构被再现和放大。我建议，基地问题最有效的解决办法是从冲绳撤出美国海军陆战队，或者大规模减少海军陆战队的人数。我指出，1996年底日美两国政府达成协议的美军普天间基地搬迁计划是“危机的紧急对策”，我建议重新审视“危机决策”，并将其转变为“非危机决策”，以适应地方的要求。我的著作《什么是冲绳回归？（东京：NHK出版社，2000年）是该项目成果的一部分。

In order to achieve the goals in this research project, I set up three different approaches ; historical context of the U.S.military presence in Japan main islands and Okinawa, policy oriented research and recommendation the U.S.bases issue in Okinawa, and future visions on the Japanese foreign and security policies.I went to Japanese mainland and US to exchange views on the Japan-US alliance with the scholars and the experts on security issue. I collected the materials related to alliances. I collected and analyzed the document related to Japan-US security relation at the National Archives, College Park, MD.As I mentioned in the final report, Okinawa base issue itself has been a key agenda of the Japanese foreign policy. In other words, the relationship between Okinawa and the Japanese mainland has been "twisted" by the existence of the U.S.military bases, and the historical structures have been reproduced and enlarged. I recommended that the most effective solution to the base issue would be to withdraw U.S.Marines from Okinawa or reduce the number of the Marines in large scale. I pointed out that the relocation plan of U.S.Marine Corps Futenma Air Station that was agreed by both Japanese and U.S.governments in late 1996 was an "urgent response measure to a crisis" I recommended that the "crisis decision" should be reviewed and converted to "non-crisis decisions" to accommodate local demands.My book, What was Okinawa Reversion? (Tokyo : NHK Publisher, 2000) is a part of outcome of this project.
