(1998)At first, I showed the theoretical frame to minimize the social loss by the accidents and disaster.(reference 1)Secondly, I clarified the main causes of road accident, comparing Japanese case to the foreign countries case.(reference 2)The purpose of this theoretical study is to get solution of optimum preventive investment. I developed the model of net benefit maximization by the use of the car, and succeeded to get solution.(reference 3) (1999)(1999)Concerning natural hazard, I found some important facts that the number of deaths by the disaster showed a declining tendency on the one hand but the monetary loss of damage by it showed increasing tendency.(reference 4)I tried to form the theory of the optimum preventing investment. In this case, the key concept is the trade-off relationship between the safety and the cost reduction. I pointed out some issues on the analysis by the trade-off relationship and analyzed the case of the measure against flood in Japan.(reference 5)
