I pushed forward structural analysis of laws and systems about a budget with the Russian central government and state / local government of 90's, and analyzed a local government method, self-governing body and reported Finance Act of the new Russian Federation in "Budget method relation of the Russian Federation and a district"(Eurasia study, 23)). Furthermore, I analyzed a newbudget code and summarized it in "Russian Federation budget structure in a new budget code (64) and made clear an outgo problem about many problems of financial outgo division, labor policy.The study of 1999 analyzed an unemployment trend, the unemployment policy.
