本研究では、意思決定シナリオの概念を用いて合意形成メカニズムの分析・把握を試みた。また新たなシナリオとして、意思決定ストレス最小化とANPによる評価者格付けの方法を提案した。さらに、これらの方法の合意形成の場における意見とりまとめの手法としての適用性・有用性を、ロールプレイ実験により検証した。具体的な研究手順は以下の通りである。1. 集団合意形成シナリオの設定:集団合意形成において、個々人の発言力の扱い、整合性考慮の有無の2軸によって、平均合算、評価者格付け、集団意思決定ストレス最小、全員一致の4つのシナリオを設定した。2. 集団意思決定ストレスに関するモデル開発:評価者を「合理的に格付け」することによって「集団案によって発生する個人の不満の総和」を最小にするアプローチとして、集団意思決定ストレスに関する理論構築を行った。3. ANP手法を用いた評価者格付け手法の構築:ANP手法により評価者の発言力ベクトルが作成できることを利用した評価者格付けの方法について、現実の合意形成局面での適用を考慮した理論構築を行った。4. ロールプレイ実験の実施:土木計画的課題の中で最も典型的な事業計画の住民合意形成を題材に、権利者説明会を模擬的に開催し、被験者の行動や言動を観察した。5. 実験結果の分析:実験後、合意案が集団意思決定ストレス最小のものとなっているか、ANP手法による集団評価値に合っているか、について分析を行った。6. 分析結果の考察:集団意思決定ストレスやANP手法による合意案算定が、現実の合意形成メカニズムを反映しているか否か、について考察を加えた。
