The purpose of this research is to clarify how the ideology of the "publicity " has been formed, using literatures which investigated the actual condition of the typical European sport club in advanced countries of a life-integrated sport. How characteristic does the publicity of Japanese sport world historical-Socially lias from the comparison with the Europe?The following contents became distinct as a result.1. As for the space (a public area) which holds the "publicity" of sport in Europe, it is guaranteed by the free private interchange space. It is an origin to the idea and the development of citizenship who faces a variety of formally social spheres.2. In this meaning, a plan for the connunity sport club in synthetic type makes a leading concept the "interchange" of exceeding a frame between the generation or sport even ts and has possibility to a new public building.3. As for such a movement, however, this plan is being done in the sport adainistrative organization and system according to the traditional way of Japan. We have to explain various problems of the historical - social structure in relation to the idea of "publicity" to do away with this limit.As a future subject, it has to be presented a concrete one to get over for a new system building and be given some models of the new system in the 21st century in Japan.
