Research on the Re-organization of Sport and Physical Education Systems : from the Viewpoint of Reconstruction of Publicness

The purpose of this research is 1)to continue investigation of subject against the new concept of "reconstruction of publicness", 2)according to (1) demonstrate the concept of publicness as it has been, based on the existing system of sports & physical education and how the subject has been overcome to construct new system, and 3)based on this, to construct several new model systems of physical education, sports in beginning of 21st century.So in this research, I clarify 1)and 2)together as the re-organization of sports and physical Education Systems from the viewpoint of the reconstruction of publicness through flow and reinvestigate each concept from the class, health and family sports. Also as for subject 3), divide into sports & physical education system. As for the PE system, I use the Japanese Jr.high PE system as the base, for the latter take the Japanese regional sports promotion basic plan at prefecture level as the base.As a result, it is understood that the present plan for Sports & PE system is not a system that accepts free desire and interest for sports at the fundamental level and still does not reflect "publicness" which is tied with life issue. For a concrete re-organization of system, I found a need for the clarification of how cultural attraction of sports and publicness is tied, and to characterize the model through international comparison.A future issue is 1)to clarify why, how sports as a culture will be tied with publicness sociologically theoretically, 2)show organizational systematic possibility of "sports as culture" tied with publicness, and 3)apply the result to the fixed state of company sports, regional sports, school sports in Japan and clarify practical possibility of new publicness organized through sports as culture.
